修正未来授权物化优先级

如果存在针对特定对象（如表、视图或物化视图）的架构级未来授权，则在创建新的类表对象时，数据库级 OWNERSHIP 未来授权的行为如下：
- Before the change:
OWNERSHIP 未来授权适用。
- After the change:
OWNERSHIP 未来授权不适用。架构级别的未来授权优先。
