SHOW FUNCTIONS commands: New is_data_metric column¶

The behavior of the SHOW FUNCTIONS command is as follows:

Before the change:: The output of the command does not include the is_data_metric column.
After the change:: The output of the command includes the is_data_metric column. This column is a placeholder for future functionality.
